Static client, static /48 assignment

Customer gets connected (ISDN, PSTN, whatever)
Customer authenticates itself to the ISP router
Customer router configures default route to upstream
ISP router configures routing info (/48 to downstream)
ISP router configures ingress filter (maybe)

ISP needs to keep the following info:
(customer ID, password, /48 prefix)
ISP router --- ISP radius database
